is there a way to loosen up my steering? its been hard to steer ever since brand new. would rebuilding it or buying a new steering column work?

What kind of wheeler? Full time 4x4? What tires?

yeah, its 2000 model so its all time 4 wheel drive, and they are 27" mudlites, but other foremans with the same tires and all time 4 wheel drive don't steer as hard so i know its not just the 4x4 and tires.

don't put a spool locker in it maybe you have some bent steering linkage

Pull the top clamp off the steering stem and remove the round plastic collar. Clean the steering stem and the collar real good. I always lube mine with anti-sieze. When you put it back together put one bolt in but before you put the other bolt back in, place a flat washer between the 2 halves of the clamp. You need a very thin washer for this. I usualy use a stainless steel washer because they are generaly thiner than a steel washer. To thick and you want have any drag, and the stem will float in the clamp. I have done this mod on all my quads and it makes a huge improvement in steering effort. Over the course of a days ride you can tell the difference with and without the washer. Try it with different thickness washers until you like it. Just keep a little drag on the stem. If not it will allow dirt in and give you trouble. Hope this helps. Dub.

I agree with Dub when that bushing gets dry it can turn alot harder also if it has to much toe out it can turn harder, they come toe out just a little bit from the factory for stability, I have found that I like the toe straight. There ia also a bearing at the bottom of the steering shaft you might take a close look at.
