These are home made contraptions, and not anything to do with the actual axle. When they say "axle paddles" they're referring to the whole assembly. On a Foreman they're limited by the rear shocks (which you need), and the fact that you have to eliminate the rear brake entirely to get them to work.
They consist of a tube, large enough to fit over the end of the axle assembly. The paddles are welded to that, and on the wheel end of each paddle assembly is a flat plate, with holes drilled to match the bolt pattern. You remove the wheel, slide the paddle over the wheel hubs, and it gets pinched in place when you bolt the wheel back on.
I'm not aware of any pre-made ones, as you can surely imagine the safety (and thereby liability) issues, as well as the absolute crazy beating that you, the paddles, and the whole bike are going to take if you're spinning in mud that has roots, rocks, or anything else "solid" that these paddles might hook into at a high rate of speed. Pretty much you're going to have to build them yourself.

Axle paddles are NOT designed for trail riding at any rate. They are designed, as you stated to keep the bike from bottoming out IN THE MUD. Kinda like having a third rear tire under the bike. Something else to dig with.
