I just purchased my 2nd Red 2004 Honda Foreman 450s for my wife... Both "Manufacturer's Certificate of Origin" list the H.P.(S.A.E.) as 23.9 hp
Hope this helps

The SAE horsepower is gross HP which is a derivitive of a calculation of Torque and RPM's, google HP calculation. This is also known as flywheel HP the HP grid you saw on flipsticks site is Dyno HP or Wheel HP and is exactly what you have on the grond after power the water pump, drive shaft, alternator , transmission ect.
Using that data its easier to see that belt drive or chain drive is more powerful simply because it take less engine work to get the pwoer to the ground.
But don't get drowned in numbers, if your ATV has enough power to suit your needs that's all that matters.

HERE'S SOME INFO ON MY DYNO RUN.
27" TIRES IDSX WITH 12 DISC 130 MAIN JET NEEDLE CLIP IN 6 GROOVE ( FROM TOP)
MAX. HORSE POWER ( 4th GEAR) 10.91 MAX. TORQUE ( 3rd GEAR ) 11.83
THE ABOVE RESULTS ARE AFTER CHANGING JET , CLIP POSTION & NUMBER OF DISC IN TRAPP.
NOTE : WHERE I LIVE AT , I'M ABOUT 500 FEET ABOVE SEA LEVEL SO RESULTS WILL VARY DEPENDING ON YOUR ELEVATION. AND YES IT DOES MAKE A DIFFERENCE DESPITE WHAT OTHERS MAY TELL YOU.

they belt mainly slips when it gets wet. i have a sportsman 500H.O. i pull alot of things with it and never have the belt slip. but before i got it snorkeled the belt got wet and whenever i would go throught thick mud it would slip. i just took it off and got a new belt from highlifter, never slipped since, i no that racing doesnt mean much but i race my brothers forman with my rancher. we both had the mud tires on and i still beat him. i guess its because ranchers are high geared
